Supplanting the United States Constitution:War,National Emergency and “Continuity of Government”

In July 1987,during the Iran-Contra Hearings grilling of Oliver North,the American public got a glimpse of “highly sensitive” emergency planning North had been involved in. Ostensibly these were emergency plans to suspend the American constitution in the event of a nuclear attack (a legitimate concern). But press accounts alleged that the planning was for a more generalized suspension of the constitution.As part of its routine Iran-contra coverage,the following exchange was printed in the New York Times,but without journalistic comment or follow-up:

[Congressman Jack] Brooks:Colonel North,in your work at the N.S.C. were you not assigned,at one time,to work on plans for the continuity of government in the event of a major disaster?

Both North’s attorney and Sen. Daniel Inouye,the Democratic Chair of the Committee,responded in a way that showed they were aware of the issue:

Brendan Sullivan [North’s counsel,agitatedly]:Mr. Chairman?

[Senator Daniel] Inouye:I believe that question touches upon a highly sensitive and classified area so may I request that you not touch upon that?

Brooks: I was particularly concerned,Mr. Chairman,because I read in Miami papers,and several others,that there had been a plan developed,by that same agency,a contingency plan in the event of emergency,that would suspend the American constitution. And I was deeply concerned about it and wondered if that was an area in which he had worked. I believe that it was and I wanted to get his confirmation.

Inouye:May I most respectfully request that that matter not be touched upon at this stage. If we wish to get into this,I’m certain arrangements can be made for an executive session.[1]

But we have never heard if there was or was not an executive session,or if the rest of Congress was ever aware of the matter. According to James Bamford,“The existence of the secret government was so closely held that Congress was completely bypassed.”[2] (Key individuals in Congress were almost certainly aware.)

Brooks was responding to a story by Alfonzo Chardy in the Miami Herald. Chardy’s story alleged that Oliver North was involved with the Federal Emergency Management Agency (FEMA) in plans  to take over federal,state and local functions during a national emergency. This planning for “Continuity of Government” (COG) called for “suspension of the Constitution,turning control of the government over to the Federal Emergency Management Agency,emergency appointment of military commanders to run state and local governments and declaration of martial law.”[3]

To my knowledge no one in the public (including myself) attached enough importance to the Chardy story. Chardy himself suggested that Reagan’s Attorney General,William French Smith,had intervened to stop the COG plan from being presented to the President. Seven years later,in 1994,Tim Weiner reported in the New York Times that what he called “The Doomsday Project” – the search for “ways to keep the Government running after a sustained nuclear attack on Washington” –had “less than six months to live.”[4]

To say that nuclear attack planning was over was correct,But this statement was also very misleading. On the basis of Weiner’s report,the first two books on COG planning,by James Bamford and James Mann,books otherwise excellent and well-informed, reported that COG planning had been abandoned.[5] They were wrong.

Mann and Bamford did report that,from the beginning,two of the key COG planners on the secret committee were Dick Cheney and Donald Rumsfeld,the two men who implemented COG under 9/11.[6] What they and Weiner did not report was that under Reagan the purpose of COG planning had officially changed:it was no longer for arrangements “after a nuclear war,” but for any “national security emergency.”This was defined in Executive Order 12656 of 1988 as:“any occurrence,including natural disaster,military attack,technological emergency,or other emergency,that seriously degrades or seriously threatens the national security of the United States.”[7]

In other words extraordinary emergency measures,originally designed for an America devastated in a nuclear attack,were now to be applied to anything the White House considered an emergency. Thus Cheney and Rumsfeld continued their secret planning when Clinton was president;both men,both Republicans,were heads of major corporations and not even in the government at that time. Moreover,Andrew Cockburn claims that the Clinton administration,according to a Pentagon source,had “no idea what was going on.”[8] (As I shall explain later,this sweeping claim needs some qualification.)

The Patriot Act Roots Go Deep

The expanded application of COG to any emergency was envisaged as early as 1984,when,according to Boston Globe reporter Ross Gelbspan,

Lt. Col. Oliver North was working with officials of the Federal Emergency Management Agency … to draw up a secret contingency plan to surveil political dissenters and to arrange for the detention of hundreds of thousands of undocumented aliens in case of an unspecified national emergency. The plan,part of which was codenamed Rex 84,called for the suspension of the Constitution under a number of scenarios,including a U.S. invasion of Nicaragua.[9]

Clearly 9/11 met the conditions for the imposition of COG measures,and we know for certain that COG planning was instituted on that day in 2001,before the last plane had crashed in Pennsylvania. The 9/11 Report confirms this twice,on pages 38 and 326.[10] It was under the auspices of COG that Bush stayed out of Washington on that day,and other government leaders like Paul Wolfowitz were swiftly evacuated to Site R,inside a hollowed out mountain near Camp David.[11]

What few have recognized is that,nearly a decade later,some aspects of COG remain in effect. COG plans are still authorized by a proclamation of emergency that has been extended each year by presidential authority,most recently by President Obama in September 2009. COG plans are also the probable source for the 1000-page Patriot Act presented to Congress five days after 9/11,and also for the Department of Homeland Security’s Project Endgame —a ten-year plan, initiated in September 2001,to expand detention camps,at a cost of $400 million in Fiscal Year 2007 alone.[12]

At the same time we have seen the implementation of the plans outlined by Chardy in 1987:the warrantless detentions that Oliver North had planned for in Rex 1984,the warrantless eavesdropping that is their logical counterpart,and the militarization of the domestic United States under a new military command,NORTHCOM.[13]  Through NORTHCOM the U.S. Army now is engaged with local enforcement to control America, in the same way that through CENTCOM it is engaged with local enforcement to control Afghanistan and Iraq.

We learned that COG planning was still active in 2007,when President Bush issued National Security Presidential Directive 51 (NSPD 51). This,for the sixth time,extended for one year the emergency proclaimed on September 14,2001. It empowered the President to personally ensure “continuity of government”in the event of any “catastrophic emergency.”He announced that NSPD 51 contains “classified Continuity Annexes”which shall “be protected from unauthorized disclosure.”Under pressure from his 911truth constituents,Congressman Peter DeFazio of the Homeland Security Committee twice requested to see these Annexes,the second time in a letter signed by the Chair of his committee. His request was denied.

The National Emergencies Act, one of the post-Watergate reforms that Vice-President Cheney so abhorred, specifies that:“Not later than six months after a national emergency is declared,and not later than the end of each six-month period thereafter that such emergency continues,each House of Congress shall meet to consider a vote on a joint resolution to determine whether that emergency shall be terminated” (50 U.S.C. 1622,2002). Yet in nine years Congress has not once met to discuss the State of Emergency declared by George W. Bush in response to 9/11,a State of Emergency that remains in effect today. Appeals to the Congress to meet its responsibilities to review COG have fallen on deaf ears.[14]

Former Congressman Dan Hamburg and I appealed publicly last year,both to Obama to terminate the emergency, and to Congress to hold the hearings required of them by statute.[15] But Obama,without discussion,extended the 9/11 Emergency again on September 10,2009;[16] and Congress has continued to ignore its statutory obligations. One Congressman explained to a constituent that the provisions of the National Emergencies Act have now been rendered inoperative by COG. If true,this would seem to justify Chardy’s description of COG as suspension of the Constitution. Are there other parts of the Constitution that have been suspended? We do not know,and the Chair of the Homeland Security Committee has been told he cannot find out.

Plans drafted by a secret committee,including corporation heads not in the government,have provided rules that allegedly override public law and the separation of powers that is at the heart of the Constitution. Congress is derelict in addressing this situation. Even Congressman Kucinich,the one Congressman I have met,will not answer my communications on this subject.

Yet as I see it,the only authorization for the COG planning was a secret decision by President Reagan (NSDD 55 of September 14,1982) which in effect federalized the counterinsurgency planning (called Cable Splicer),which he had authorized in California when governor there.

It is clear that the planning by Cheney,Rumsfeld and others in the last two decades was not confined to an immediate response to 9/11. The 1000-page Patriot Act,dropped on Congress as promptly as the Tonkin Gulf Resolution had been back in 1964,is still with us; Congress has never seriously challenged it,and Obama quietly extended it on February 27 of this year.

We should not forget that the Patriot Act was only passed after lethal anthrax letters were mailed to two crucial Democratic Senators  – Senators Daschle and Leahy – who had initially questioned the bill. After the anthrax letters,however,they withdrew their initial opposition.[17] Someone —we still do not know who – must have planned those anthrax letters well in advance. This is a fact most Americans do not want to think about.

Someone also must have planned the unusual number of war games taking place on 9/11. COG planners and FEMA had been involved in war games planning over the previous two decades;and on 9/11 FEMA was again involved with other agencies in preparing for Operation Tripod,a bioterrorism exercise in New York City. [18]

Someone also must have planned the new more restrictive instructions,on June 1,2001,determining that military interceptions of hijacked aircraft had to be approved “at the highest levels of government” (i.e. the President,Vice-President,or Secretary of Defense).[19] The Report attributes this order to a JCS Memo of June 1,2001,entitled “Aircraft Piracy (Hijacking) and Destruction of Derelict Airborne Objects.” But the written requirements had been less restrictive before June 1,2001,and I am informed that the change was quietly revoked the following December.

In The Road to 9/11 I suggest the change in the JCS memo came from the National Preparedness Review in which President Bush authorized Vice-President Cheney,together with FEMA, “to tackle the…task of dealing with terrorist attacks.”[20] Not noticed by the press was the fact that Cheney and FEMA had already been working on COG planning as a team throughout the 1980s and 1990s.[21]

As I wrote above,it is necessary to qualify a Pentagon official’s claim (to author Andrew Cockburn) that the Clinton administration had “no idea what was going on” in COG.  Let me quote from my response to Cockburn’s book in my own,The Road to 9/11:

[Weiner’s] article persuaded authors James Mann and James Bamford that Reagan’s COG plans had now been abandoned,because “there was,it seemed,no longer any enemy in the world capable of … decapitating America’s leadership.” [22] In fact,however,only one phase of COG planning had been terminated,a Pentagon program for response to a nuclear attack. Instead,according to author Andrew Cockburn,a new target was found:

Although the exercises continued,still budgeted at over $200 million a year in the Clinton era,the vanished Soviets were now replaced by terrorists… . There were other changes,too. In earlier times the specialists selected to run the “shadow government” had been drawn from across the political spectrum, Democrats and Republicans alike. But now,down in the bunkers,Rumsfeld found himself in politically congenial company,the players’ roster being filled almost exclusively with Republican hawks… .“You could say this was a secret government-in-waiting. The Clinton administration was extraordinarily inattentive,[they had] no idea what was going on.”

Cockburn’s account requires some qualification. Richard Clarke,a Clinton Democrat, makes it clear that he participated in the COG games in the 1990s and indeed drafted Clinton ’s Presidential Decision Directive (PDD) 67 on “Enduring Constitutional Government and Continuity of Government.” But COG planning involved different teams for different purposes. It is quite possible that the Pentagon official was describing the Department of Defense team dealing with retaliation.

The Pentagon official’s description of a “secret government-in-waiting” (which still included both Cheney and Rumsfeld) is very close to the standard definition of a cabal,as a group of persons secretly united to bring about a change or overthrow of government. In the same era Cheney and Rumsfeld projected change also by their public lobbying,through the Project for the New American Century,for a more militant Middle East policy. In light of how COG was actually implemented in 2001,one can legitimately suspect that,however interested this group had been in continuity of government under Reagan,under Clinton the focus of Cheney’s and Rumsfeld’s COG planning was now a change of government.[23]

Understandably there is great psychological resistance to the extraordinary claim that Cheney and Rumsfeld, even when not in government,were able to help plan successfully for constitutional modifications,which they themselves implemented when back in power. Most people cannot bring themselves even to believe the second,known half of this claim:that on September 11,2001,COG plans overriding the constitution were indeed implemented. This is why the first two print reviews of The Road to 9/11,both favorable and intelligently written,both reported that I speculated that COG had been imposed on 9/11. No,it was not a speculation: the 9/11 Commission Report twice confirms that COG was instituted on the authority of a phone call between Bush and Cheney of which they could find no record. No record,I did speculate,because it took place on a secure COG phone outside the presidential bunker – with such a high classification that the 9/11 Commission was never supplied the phone records.

A footnote in the 9/11 Report says

“The 9/11 crisis tested the U.S. government’s plans and capabilities to ensure the continuity of constitutional government and the continuity of government operations. We did not investigate this topic,except as needed to understand the activities and communications of key officials on 9/11. The Chair,Vice Chair,and senior staff were briefed on the general nature and implementation of these continuity plans.[24]

The other footnotes confirm that no information from COG files was used to document the 9/11 report. At a minimum these files might resolve the mystery of the missing phone call which simultaneously authorized COG,and (in consequence) determined that Bush should continue to stay out of Washington . I suspect that they might tell us a great deal more.

What is the first step out of this current state of affairs,in which the constitution has in effect been superseded by a higher,if less legitimate authority? I submit that it is to get Congress to do what the law requires,and determine whether our present proclamation of emergency “shall be terminated” (50 U.S.C. 1622,2002).

An earlier polite,judiciously worded appeal to this effect failed. It may be necessary to raise the issue in a larger,albeit more controversial context:the scandal that a small cabal was able to supersede the Constitution,and Congress has failed, despite repeated requests,to do anything about it. I would hope that Americans concerned about this matter would raise it with all the congressional candidates in the forthcoming elections. At a minimum, candidates should promise to call for a full discussion of the proclaimed national emergency,as the law requires.

Appearing on MSNBC, former senator and Florida governor Bob Graham said at least two of the purported 9/11 hijackers had assistance from Saudi Arabia. Graham’s recently released novel, Keys to the Kingdom, implicates the Saudis. He told MSNBC to novel is based on factual information.

Graham said there are a lot of unanswered questions surrounding the role played by Saudi Arabia. He also asked why the government prevented Congress from obtaining information on the September 11, 2011, attack and its relationship to Saudi Arabia.

Bombshell: Saudi and U.S. Governments Protected HijackersIn 2009, the Bush administration refused to release a congressional report alleging possible links between Saudi Arabian officials and the hijackers. Bush said he could not comply with a request by the Saudi foreign minister for a chance to clear the Arab kingdom’s name because publication of the report could hurt U.S. intelligence operations, according to news reports.

Sources revealed that a redacted section of the report describes a money trail between Saudi Arabia and supporters of al-Qaeda.

Graham failed to mention that the CIA and Pakistan’s ISI also funded groups in Afghanistan that would ultimately be called al-Qaeda. This relationship is one likely reason Bush withheld information on the attacks from Congress.

“Between 1978 and 1992, the US government poured at least US$6 billion (some estimates range as high as $20 billion) worth of arms, training and funds to prop up the mujaheddin factions,” writes Norm Dixon. “Other Western governments, as well as oil-rich Saudi Arabia, kicked in as much again. Wealthy Arab fanatics, like Osama bin Laden, provided millions more.”

The U.S. Afghanistan policy was formulated by Jimmy Carter’s national security advisor, Zbigniew Brzezinski, and was continued by his successors. “His plan went far beyond simply forcing Soviet troops to withdraw,” Dixon notes, “rather it aimed to foster an international movement to spread Islamic fanaticism into the Muslim Central Asian Soviet republics to destabilize the Soviet Union.”

It was also used after September 11, 2001, to rationalize the war on terror and propagandize a threat by radical Islam.

Graham’s book and his assertion that the U.S. covered-up for the Saudis and protected the purported hijackers should be used to press for another investigation of the September 11 attacks.

Top Mexican Drug Lord: I Trafficked Cocaine For The U.S. Government

U.S. federal agents allegedly allowed the Sinaloa drug cartel to traffic several tons of cocaine into the United States in exchange for information about rival cartels, according to court documents filed in a U.S. federal court.

Documents: Feds allegedly allowed Sinaloa cartel to move cocaine into U.S. for informationThe allegations are part of the defense of Vicente Zambada-Niebla, who was extradited to the United States to face drug-trafficking charges in Chicago. He is also a top lieutenant of drug kingpin Joaquin “Chapo” Guzman and the son of Ismael “Mayo” Zambada-Garcia, believed to be the brains behind the Sinaloa cartel.

The case could prove to be a bombshell on par with the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives’ “Operation Fast and Furious,” except that instead of U.S. guns being allowed to walk across the border, the Sinaloa cartel was allowed to bring drugs into the United States. Zambada-Niebla claims he was permitted to smuggle drugs from 2004 until his arrest in 2009.

Randall Samborn, assistant U.S. attorney and spokesman for the Justice Department in Chicago, declined comment.

The court in Chicago had a status hearing on Wednesday and ordered the government to respond to allegations in Zambada-Niebla’s motion by Sept. 11.

According to the court documents, Mexican lawyer Humberto Loya-Castro, another high-level Sinaloa cartel leader, had his 1995 U.S. drug-trafficking case dismissed in 2008 after serving as an informant for 10 years for the U.S. government.

Guzman and the Zambadas allegedly provided agents of the Drug Enforcement Administration, FBI and U.S. Immigration and Customs Enforcement with information about other Mexican drug traffickers through Loya-Castro.

“Loya himself continued his drug trafficking activities with the knowledge of the United States government without being arrested or prosecuted,” the court documents state.

Zambada-Niebla met voluntarily with U.S. federal agents on March 17, 2009, at the Sheraton Hotel in Mexico City, which is near the U.S. Embassy, “for the purpose of his continuing to provide information to the DEA and the U.S. government personally, rather than through Loya,” court records allege.

“DEA agents (then) told Loya-Castro to tell Mr. Zambada-Niebla that they wanted to continue the same arrangements with him as they had with Mr. Loya-Castro.”

Five hours after the meeting, Mexican authorities arrested Zambada-Niebla and extradited him later to the United States. His father and Guzman are fugitives.

The court documents also allege that the U.S. government is using a “divide and conquer” strategy, “using one drug organization to help against others.”

Zambada-Niebla’s motion seeks U.S. government records about the 2003 Juárez case involving an informant who participated in several homicides for the Carrillo-Fuentes drug cartel, while under ICE’s supervision.

He also requested records about the ATF’s “Operation Fast and Furious,” which permitted weapons purchased illegally in the United States to be smuggled into Mexico, sometimes by paid U.S. informants and cartel leaders.

“It is estimated that approximately 3,000 people were killed in Mexico as a result of ‘Operation Fast and Furious,’ including law enforcement officers in the state of Sinaloa, Mexico, the headquarters of the Sinaloa cartel,” the court documents allege. “The Department of Justice’s leadership apparently saw this as an ingenious way of combating drug cartel activities.”

Police in Norway are unable to establish a link between Anders Behring Breivik and the English football hooligan group infiltrated by British intelligence.

Janne Kristiansen, director of the Norwegian Police Security Service, told the BBC no proof has yet been found to link the English Defense League to Breivik.

“I can tell you, at this moment in time, we don’t have evidence or we don’t have indications that he has been part of a broader movement or that he has been in connection with other cells or that there are other cells,” she said.

It was reported on Tuesday that police had solicited the help of Scotland Yard to establish a link between the accused killer and so-called “far right” groups in the UK and Europe. A specialist unit was set-up in The Hague to investigate “known high-risk, rightwing extremists,” according to The Guardian.

“What we’ve seen is an active extremist scene across European countries, including the UK,” said Rob Wainwright, director of Europol, the European Union’s criminal intelligence agency. “There are some signs the extreme right have been more active, especially on the internet. They are more sophisticated and using social media to attract younger people.”

Suspicions of a wider conspiracy spread through the media after a manifesto attributed to Breivik surfaced.

The manuscript describes Breivik’s “mentor” as an Englishman he identifies as “Richard.” Breivik mentions a 2002 London meeting where a group of fellow extremists gathered to “reform” the Knights Templar Europe, a military group whose purpose was “to seize political and military control of western European countries and implement a cultural conservative political agenda,” according to The Guardian.

The manuscript attributed to Breivik describes the meeting attendants as “business or political leaders, some with families, most Christian conservatives, but also some agnostics and even atheists.” It claims participants came from across Europe and that his contact with them was arranged by a “Serbian crusader commander.”

The alleged connection to the English Defense League was claimed after it was revealed that Breivik visited London last year and met with them.

Stephen Lennon of the EDL told the media that his group is not connected to Breivik and the corporate media is “cherry-picking what they want to fit their agenda and demonizing our organization.”

The corporate media has attempted to characterize Breivik’s acts as the inevitable result of “far right” politics.

In the United States, the corporate media has worked overtime to connect the event to the Oklahoma City bombing in 1995. That terror event was attributed to patsy and government agent Timothy McVeigh.

Gary LaFree, director of the National Consortium for the Study of Terrorism and Responses to Terrorism, or START, told CNN on Monday that “threat of domestic terrorist attacks in the United States similar to last week’s fatal bombing and assault in Norway is significant and growing,” despite a paucity of evidence.

According to LaFree, “extremist right-wingers – from Oklahoma City bomber Timothy McVeigh to a neo-Nazi accused of trying to bomb a Martin Luther King Day parade this year – have shown a willingness to target the public.”

CNN dredged up highly skewed statistics from the Southern Poverty Law Center to make its point that the so-called “far right” is a looming threat. “Right wing anti-government groups grew by 60% in 2010 over the previous year,” CNN claims, citing the stats.

The SPLC considers Second Amendment advocates and activists opposed to open borders and illegal immigration as “extremist right-wingers.”

The SPLC has played a far more intimate role in domestic terrorism than the people it attempts to demonize for exercising their right to protest and petition the government.

In 2003, the FBI revealed that the group had an informant – and possibly a provocateur – inside the the white supremacist compound at Elohim City along with documented intelligence operative Andreas Carl Strassmeier.

Elohim City was central to the Oklahoma City bomb plot, according to the government.

“If I told you what we were doing there, I would have to kill you,” Morris Dees, co-founder and chief trial counsel for the SPLC, said in response to media questions about the FBI revelation.

NORWEGIAN police say they’ve found and detonated a cache of explosives at a farm rented by the gunman, who’s claimed responsibility for killing 76 people in twin attacks over the weekend.

But they’ve refused to disclose the quantity or nature of the explosives.

“Explosives were found on the farm,” outside Olso rented by Anders Behring Breivik, said police spokeswoman Trine Dyngeland.

“We thought it better not to move them and they were destroyed on the spot in a controlled explosion,” she said.

Behring Breivik, who said he had planned Friday’s attacks for a long time, had rented the farm north of Oslo ostensibly to grow vegetables.

Norwegian media said it was a cover for him to buy large quantities of chemical fertilisers to make a bomb without attracting suspicion.

He had bought six tonnes of fertiliser since the start of May, according to the fertiliser group purchasing organisation.

Behring Breivik admitted carrying out the bomb attack at the government centre in downtown Oslo and a shooting spree at a nearby island at his first court appearance on Monday when he was remanded in custody for eight weeks.

He says he was on a crusade to save Norway and Western Europe from a Muslim invasion and that the attack on the Labour Party-led government and its youth wing were “cruel” but “necessary”.

Residents must fight for land, libertyBy David Kempf

NORMAN — The No. 1 thing our governments — at all levels — should be champions and guardians of is the liberty of the people they represent. Our history teaches us (if nothing else) that the world has included — and does include — countless thieving men and women whose sole motivation in life is to conquer other people and steal their substance, their land and, perhaps, their very lives.

Before the Norman City Council decides to abscond from the residents of Norman large parcels of land and proscribe further dictation on how they may use the land, they should explain in outstandingly unimpeachable detail exactly how the reduction in residents’ liberty is justified.

The self-evident statement is applicable to both the Storm Water Master Plan and the Land Use 2025 plan adopted in a previous year. City Hall has failed to do so for either one of these “plans.”

Even if the city of Norman has little or no respect for the liberty of deed holders in Oklahoma, they ought to — at least — have respect for the value and purpose of eminent-domain laws and compensate the deed holders for the land grab.

The city council is not honest and has no intentions of compensating anyone. Of course, they don’t have the money — who would voluntarily give it to them?

According to our resident expert (a scientific consensus of one), Lake Thunderbird is “on life support” because of “dangerously high levels of Chlorophyll-a” produced by algae living in the lake, “seven times more … than the Oklahoma Department of Environmental Quality allows,” and “can likely be attributed to phosphorus-based fertilizers, which are washed into Lake Thunderbird from Norman and parts of Moore and Oklahoma City when it rains.”

These are the arguments used to justify extracting from people the liberty to use the land for which they supposedly have the exclusive right to use by deed from the state. None of them have the merit to justify the absconding of liberty.

If Lake Thunderbird is on life support, who is providing it? God, perhaps? Why don’t you thank him, instead of trying to find ways to take over doing what he, apparently, likes doing? If you are not literal, what kind of literary device is this, and what kind of response is it supposed to engender? Fear? So you can save us by denying us our liberty?

Dangerously high levels? Has someone died? Is someone sick because of Chlorophyll-a? Is our treatment plant not adequate to treat the water? Is there no treatment for Chlorophyll-a? Is trampling all over liberty the only way to solve this problem?

Seven-times allowable? Are we breaking other laws by treating the water and using it? If so, should we not be challenging those laws, since the water is, apparently, drinkable? Are we mandated by the state or federal government to deny deed holder rights because of all that Chlorophyll-a? I don’t let my pet dog dictate to me what to do with and how to use my land. Am I supposed to let some algae do so, under order of a municipal government?

Can this likely be attributed to phosphorous-based fertilizer? What does that mean? Do you have some actual unimpeachable proof that it is caused by owners of deeds of lands (in the Norman area, in the watershed) pouring fertilizer out on their land? Is there any proof that such fertilizer didn’t originate solely from lands outside the city of Norman’s boundary, say Moore and Oklahoma City? Only unimpeachable proof could possibly be used to deny the people of any of their liberty, at least in a place where people value freedom.

Is there any unimpeachable proof the abundant Chlorophyll-a is the result of fertilizer runoff in the watershed? How is it that one year in the last 10 produced “acceptable” levels of Chlorophyll-a? Is it because no one spread fertilizer that year? Is there any other thing possible under the sun that could have caused it? Please answer this and all possible such questions before you forever deny me my liberty to use the land as I choose.

Are you not sick of needle-necked governments telling you what to eat for dinner, how to use your property, how to run your lives? Are you not tired of the “redistribution” of wealth that occurs when they forcibly take your substance to use for themselves or so they can give it to some unfortunate soul they deem more worthy of it than you? Are you not tired of their arrogance yet?

It appears the motivation behind the land grab comes from the United Nations, which would like to be the government for the entire inhabited world, by definition. The U.N. has spawned a group called the ICLEI, “Local Governments for Sustainability,” whose purpose is to infiltrate local municipalities like Norman and drown the residents into submission through taxes, code compliance and bureaucracy. A number of their stated goals are purely Marxist, and they are publicly calling for the more “radical” takeover of city agendas. The ICLEI has additionally spawned numerous local chapter organizations that adhere to their indoctrination process called “Agenda 21.” The ICLEI claims Norman as a member. A simple search engine query will take you to their home page.

The residents of Edmond recently found out their city government had been infiltrated by these communists and freedom haters who were set to subject the people to the U.N. global agenda. The residents of Edmond halted the progress in December 2010, and we in Norman can, too. We cannot only halt them, we can undo every bit of the damage they have done to our liberty so far. A complete review of the ICLEI’s one-world global agenda and method of operation, as well as a detailed review of all the acts over the last 25 years of our city council, would be in order.

I love Norman, and I love Oklahoma. I love the people of Oklahoma. I’m sure you do, too. Let’s not let them abscond with our liberty even one more time.

The Million Unnoticed Deaths of Chernobyl

The article below shows how Russia and the governments of the world handled the first really bad nuclear accident at Chernobyl 25 years ago. They basically conspired as governments to hide the truth from the people of the world. They just had too much to lose in terms of their investment in nuclear energy. Reactors are just to expensive to fail even when they fail. Got to keep them going at all costs. Well the cost of Chernobyl is a million dead and counting. Fukushima may turn out to be much worse, but don’t expect a better performance from the governments of the world. They have a vested interest in keeping the truth hidden at all costs, including the cost of your life. The First Million (Dead) Is The Hardest.

Today is the 25th anniversary of Chernobyl. Today, a quarter century ago, the ruthless murder of a million people began. And the cover-up.

How quickly we forget! How destined we are to repeat!

Today’s commemorations around the world might have gone practically unnoticed by the mainstream media, save perhaps for a 60-second spot about a decaying sarcophagus, were it not for Fukushima.

Today we honor and remember the already-dead from Chernobyl:

1) The “liquidators” who helped clean it up (about 800,000 young men) who now die like flies of cancer, leukemia, and a thousand other stranger ailments.

2) The local citizens who were not told for a week or more that anything was wrong, even while the rest of the world knew because a nuclear reactor power company in Sweden had alerted the “free” public (that is, the Western media) several days after Chernobyl exploded, after the ill winds tripped their own monitors.

3) The people around the world who also MUST have died, in addition to the million who lived nearer the plant or were among the liquidators.

4) The descendents, for at least seven generations, of all these people — that’s how far the DNA is likely to show damage, perhaps even further down the line.

“The million” are only the ones that were reasonably easy to count. I use the term “easy” very relatively: WHO wouldn’t count them — for five years they didn’t even start to take a half-hearted look. IAEA wouldn’t count them (and probably prevented WHO from doing so). It would be bad for the promotion of nuclear power, their mandate and perceived mission. The nuclear industry didn’t want them counted.

The nuke-loving cash-strapped secretive militaristic Russian government certainly didn’t want them counted. Nobody wanted them counted.

So they weren’t counted. Not easily, unless the term is relative.

People halfway around the world, not under Soviet censorship, propaganda, or oppression, were NEVER counted by anyone. Billions of Curies, tens of thousands of terabecquerels… didn’t just disappear.

Many of them were breathed in by someone. They killed people all over the world, and still do. So will Fukushima Daiichi.

Cover-ups and lies hide the million-dead from the ongoing Chernobyl horror. Some say it’s only tens of thousands, some say “merely” thousands, and some — the nuclear industry in America, for instance– just three or four dozen.

Nobody says, “nobody died at Chernobyl” like they (lie) and say about Three Mile Island.

Until last month Chernobyl was the worst industrial accident in human history — unless you believe the lies.

New pictures have reportedly been released of Fukushima Daiichi Unit 3 — the MOX reactor — indicating the reactor pressure vessel itself had exploded last month (see Jeff’s article, below).

The nuclear industry represents a small fraction of 1% of the human work force, even in America or France. These people could all be building wind turbines, except for those people who will have to guard the waste — a cost society must incur forevermore, and which keeps getting more and more costly, and will continue to do so, at least until we stop making more waste every day.

It’s time to stop the assault on human and other life. It’s time to turn off the nukes.

Forced down our throats, and paid well to work there, society gave it a try.

Nuclear power has failed miserably. It’s not enough to prevent new reactors, or even to prevent relicensing — one unit at Fukushima had just been relicensed for another ten years just weeks before the catastrophe began. It’s not enough to wait months and months for the “lessons learned” from Fukushima. It’s not enough to be promised improvements, changes, more and better backup systems.

All those are nice. But we need to close the reactors down forever.
